Telstra has called on the Gillard Government to make major amendments to its NBN bills, which the telco says have “deficiencies” that put the benefits of the NBN in jeopardyThe No.1 telco – which recently concluded an agreement with the Government which sees it barred from the wholesale arena, and allows NBN Co access to Telstra ducts and pits – said in a Senate estimates committee submission that while it supports passage of the bills, it believes that they should first be amended.

The key legislation to be addressed includes the NBN Companies Bill, which Telstra says offers too many opportunities for “scope creep”, leading to exploitation of “loopholes” that could enable NBN Co to become a more vertically-integrated telco.

“The present provisions are easily circumvented and would enable NBN Co to vertically integrate into retail corporate and government markets with little difficulty,” Telstra says in a statement.

Telstra also warns that almost any retail customer could apply for a carrier license at minimal cost and with no requirement to on-sell the wholesale services, thereby avoiding the prices charged for retail services.
